There are a range of TM technologies, but all follow a similar process. Text is broken up into "segments", generally a complete sentence, and translated as a series of segments. The translation is then stored in a Translation Memory file or server, and the next time a translation is carried out, it is analysed against the previous translation to see if any of the segments match those in the previous translation. Where the segment matches exactly, it is called an "Exact Match", and where it is very similar, it is called a "Fuzzy Match".
Because the translator has less work to do in documents which contain exact and fuzzy matches, there is often a saving for the customer, but this has to be offset against the costs of creating translations memories. These costs include the cost of the software, computing hardware, and most importantly the time of the Project Manager who creates the translation memories.
Commercial approaches from translation agencies vary, but in general customers pay for the agency to create the Translation Memory, either via a project management fee or a price premium; and having paid to create translation memories, the customer then benefits through substantial discounts on any exact and fuzzy matches in new translations.
